Kemenko Marves Holds a Meeting with West Java Province on The Green Infrastructure Initiative
Coordinating Ministry for Maritime Affairs and Investment held a meeting with the Governor of West Java Province Ridwan Kamil regarding The Green Infrastructure Initiative (GII) on October 25, 2021. This meeting was attended by a number of officials from both central and provincial levels, namely Assistant Deputy for Watershed Management and Natural Resources Conservation M.Saleh Nugrahadi, West Java Governor Ridwan Kamil, West Java BAPPEDA Head Ferry Arif Sofwan, West Java Environment Agency Head Prima Mayaningtyas and technical consultants and financial for GII, namely GIZ and KfW.
This meeting aims to convey the progress of GII in West Java Province. In his opening, M. Saleh Nugrahadi expressed his appreciation to West Java Province as a partner province of GII.
“We would like to express our appreciation to West Java for always being active in a series of discussions about GII”
The meeting was followed by a presentation on infrastructure projects in West Java that were proposed to be included in the pre-feasibility study of GII. These projects are covered in three sectors, namely solid waste management, water and wastewater management, and urban public transportation. Head of BAPPEDA West Java Ferry Arif Sofwan explained that the proposed project is a project of special concern both at the provincial and national levels and requires a lot of support. He referred to Presidential Decree No. 45 of 2018 concerning Urban Spatial Planning of the Bandung Basin which was revealed to Pergub No. 86 of 2020 regarding the management of the Bandung Basin. Of the four assignment points in the governor’s regulation, three of them are included in the GII. One of these points emphasizes the importance of supporting the management of the Citarum watershed.
“We see that how we can support the management of the Citarum watershed as so far has been the concern of the Governor and the central government, where the Coordinating Minister for Maritime Affairs and Fisheries has stepped down, with the hope that our ultimate goals in 2025 towards class 2 water quality can be achieved”
The Governor of West Java Province, Ridwan Kamil, appreciated the existence of GII. He stated that the existence of GII will be able to help the Province of West Java in becoming a leader in green infrastructure. Furthermore, he said that the commitment of the Province of West Java would be shown in the assignment of a special Task Force to make this great initiative a success.
“We will create a task force in which the duties of functional and technical staff from West Java Province will focus on the success of this initiative in West Java, which has a total investment value of around 44T rupiah”
He also said the importance of funding for transportation infrastructure that came from the state, as well as prioritizing transportation infrastructure in the Bandung Basin area which was considered more effective and beneficial for the community.
To illustrate, the GII is a cutting-edge strategic bilateral initiative between the Government of Indonesia and the Federal Government of Germany. The initiative was agreed in 2019 in Berlin and includes a five-year Financial Cooperation (FC) facility of up to EUR 2.5 billion to support environmental and climate relevant infrastructure projects along with grant-financed technical cooperation to jointly identify and prepare for projects. GII is co-chaired by the Coordinating Ministry for Maritime Affairs and Investment (CMMAI) and the German Federal Ministry for Economic Cooperation and Development (BMZ).
The aim of GII is to promote the development of infrastructure projects that are relevant to the environment and climate in three sectors: Solid Waste Management, Water and Wastewater Management, and Urban Public Transport. Currently, GII operates in four provinces, namely West Java, Central Java, East Java and Bali.
